Overview

The store could not answer: a list that has never been synced, a snapshot written under a schema this version does not read, a validator file that is not readable as validators.

About the store rather than about the publisher, which is the difference that matters when deciding what to do: a FetchError is somebody else's outage, and this is local state to repair or re-sync.
